    What are they meant to be used for? I presume they neither explode like HE nor penetrate armour?

    This is the most ineffective shells in the game. In theory, these shells must easily penetrate through the armor and make a damage inside the tank, but it didn't. U've to add a bit of explosive to make them more effective.
    I.e for the Pz.III/J(lg) it is PZGR40_50
    Open common_res and fix the entry:
    PZGR40_50,0x01,%SHELL_APSC%,KWK39,1180,60,0.72,0.5,23,1,1,0,0.9,0,0.9,7.5,...SHELL_PZGR40_50L,SHELLC_50L;
    on
    PZGR40_50,0x01,%SHELL_APSC%,KWK39,1180,60,0.72,0.5,23,1,1,0,0.9,0.01,0.9,7.5,...SHELL_PZGR40_50L,SHELLC_50L;
    And Pz.III will become a very powerful weapon and will be able to destroy KV-1/T-34 etc.
    (I've already added a bit of explosive to some shells to keep the game balance)

    PS
    We may add HEAT or/and Explosive effect. In the above entry both effects were added.
